Arlington County’s award-winning Human Resources Department (HRD) is seeking an HR Technology and Reporting Analyst (Senior IT Analyst) to provide critical functional support for the ongoing development, implementation, and translation of Oracle Cloud Fusion Human Capital Management (HCM) applications, retirement administration systems such as PensionGold and related updates. This position will bridge the gap between business needs and technical solutions by gathering requirements to design, build, and maintain sophisticated reporting and dashboard solutions using tools like BI Publisher, OTBI, and SplashBI. Beyond reporting, the individual selected for this role will ensure data integrity through rigorous quality control, managing complex system transactions, and collaboration with the Department of Technology Services (DTS) on system enhancements and upgrades. Specific duties include: Performs complex data extraction from Oracle Cloud HCM, Pension Gold, and on-premises HR sources using SQL, APIs and dataflows to deliver actionable insights; Designs and presents compelling data visualizations and technical findings to County leadership and staff to support evidence-based decision-making; Builds strategic partnerships across County departments, including Payroll, Benefits, and Retirement, to identify data needs, advise on collaborative efforts, and maximize the re-use of administrative data sources; Manages the full data lifecycle from extraction to disposal using County platforms and best practices for security, privacy, and governance, while serving as a clear communicator and collaborative partner across departments; Curates, prepares, and publishes high-quality datasets to the County’s analytics data warehouse, ensuring continuous improvement of data utility and accuracy; Supports and maintains Oracle Cloud HCM, Pension Gold, and related HR systems to ensure accurate processing, reporting, integrations, and data integrity; Ensures all data activities adhere to technical and legal requirements while recommending policy and process enhancements to improve enterprise-wide data utilization; Leads outreach and training initiatives for County staff, managing a comprehensive workplan to gauge and meet evolving departmental needs; and Troubleshoots data workflows and technical roadblocks, implementing repeatable processes that enhance the efficiency of the County’s data infrastructure. The Ideal Candidate is a technically proficient analyst with a sophisticated toolkit in data scripting and migration techniques. They also have a keen understanding of HR business processes (e.g., payroll cycles, benefits eligibility, etc.). Beyond technical expertise, the successful candidate is a collaborative communicator who excels at building cross-organizational relationships and delivering exceptional customer service. They are analytical thinkers capable of composing professional reports, navigating nuanced data governance standards, and proactively making recommendations for process improvements to enhance the County’s data-driven culture. Minimum Qualifications: Bachelor's degree in Computer Science, Information Systems Management, Mathematics, or a related field; and Considerable experience in systems analysis, data management, and functional IT support including experience with enterprise-level HCM systems such as Oracle Cloud or Workday.
